The Second Five-Year Plan to Reduce Socioeconomic Disparities in East Jerusalem
On August 20, 2023, the Israeli government approved Government Decision 880, establishing a second five-year plan (2024–2028) aimed at reducing socioeconomic disparities in East Jerusalem. Almost three years have passed since the decision was adopted, and roughly two and a half years since implementation was scheduled to begin across all of its intended areas of action. The five-year plan should therefore now be approaching its midterm point. Yet, as this report demonstrates, implementation of the decision and utilization of the allocated budgets lag significantly behind this benchmark. In several areas, implementation remains at an initial stage.
