The Quiet Deportation: Revocation of Residency of East Jerusalem Palestinians

This joint report with HaMoked (Center for the Defence of the Individual) highlights a policy of "quiet deportation" aimed at Palestinians in East Jerusalem. Since 1997, this policy has caused many Palestinian residents to lose their rights to live in the city. The policy stipulates that Palestinians who cannot prove continuous residence in Jerusalem risk losing their permanent residency status, even if they temporarily leave for the West Bank, foreign countries, or nearby suburbs. This policy, which treats Palestinians as immigrants despite their historic ties to the city, is seen as part of Israel's broader strategy to alter the demographic balance of East Jerusalem and solidify Israeli sovereignty over the area. It reflects a pattern of legal discrimination, undermining the rights of Palestinians and further isolating them from the city.
