Expression of Interest – “Sakan” – Affordable & Social Housing Schemes for Resilient Communities in East Jerusalem

The United Nations Development Programme/Programme of Assistance to the Palestinian People (UNDP/PAPP), is pleased to announce this Expression of Interest (EOI) for the Jerusalem Spatial and Socioeconomic Resilience Portfolio (JSSR), to identify viable, scalable, and inclusive housing schemes aligned with the Social Housing and Affordable Housing, aimed at improving access to affordable and secure housing in East Jerusalem. The EOI seeks practical housing concepts that clearly define the target group, location, and proposed housing model (rental, ownership, or hybrid), while mobilizing local expertise and partnerships in housing delivery. The EOI aims to strengthen the housing ecosystem by identifying development models, partnerships, and financing approaches that address key constraints across the housing value chain, including land access, planning, financing, and delivery. Submissions are expected to present clear development models, implementation approaches, and financing needs, contributing to the development of an investment-ready pipeline of housing schemes and supporting structural improvements in the housing market in East Jerusalem.
