Project Evaluator

The YWCA of Jerusalem seeks a mid-term evaluator for the "Market-Driven Economic Empowerment for Women and Youth" project to assess its relevance, coherence, effectiveness, efficiency, impact, and sustainability. Candidates must have at least three years of experience in evaluating local NGOs, vocational training institutes, and national development projects, with expertise in OECD/DAC methodologies. Strong quantitative and qualitative research skills, experience in women and youth empowerment, and proficiency in Arabic and English are required. Knowledge of youth challenges in oPt, local TVET and market conditions, and the ability to communicate with stakeholders is essential. Applicants must be able to travel to East Jerusalem and the West Bank and issue tax invoices as per regulations.
