Punitive Residency Revocation: the Most Recent Tool of Forcible Transfer

The 2018 amendment to Israel’s Entry into Israel Law allows the Interior Minister to revoke the permanent residency of Palestinians in East Jerusalem for "breach of allegiance." This policy, part of a long-standing effort to reduce Palestinian presence in the city, contravenes international law, which prohibits demanding allegiance from occupied populations and considers forcible transfer a war crime. Since 1967, over 14,500 Palestinians have had their residency revoked. Measures like land expropriation, family unification restrictions, and punitive actions against relatives of alleged attackers exacerbate this systematic displacement. International bodies urge action against these practices to ensure compliance with humanitarian standards.
