2025 Report on Israeli Settlements in the Occupied West Bank, Including East Jerusalem

The European Union’s annual settlement report documents a record 35,370 housing units advanced through 56 plans in occupied East Jerusalem during 2025, nearly double the 2024 total. It identifies seven proposed new settlements and lists plans affecting Atarot, Umm Tuba, Sheikh Jarrah, Beit Safafa, Shu‘fat and Umm Lisoun. The report also examines four interconnected plans in Sheikh Jarrah, estimating that they could displace more than 100 Palestinian families. Its section on settlement of land title states that approximately 85% of completed registration areas since 2018 were registered to state bodies, the municipality or private Jewish owners, compared with around 1% to private Palestinian owners.
